Luxembourg faced renewed criticism on Thursday over the practice of occasionally incarcerating adolescents in the adult prison at Schrassig.

A report released by the Council of Europe's Committee for the Prevention of Torture (CPT) revealed that the Grand Duchy had been cautioned about this issue as early as 1993. Nevertheless, the practice continues in exceptional cases when there are no vacancies at the Security Unit (UniSec) in Dreiborn.

Claude Meisch, Minister for Children and Youth, acknowledged the situation when asked to comment: he stated that plans are underway for a comprehensive reform of youth protection and juvenile criminal law, including the establishment of a new youth prison. This new facility is slated to be constructed on the UniSec premises, as clarified by the minister.

While preparations for the new youth prison are in motion, Meisch cautioned that it might still take "years" before doors open to detainees.
