After years extensive and controversial debates, Luxembourgish parliament has given a green light to the private consumption of cannabis.
The actual law has not yet come into force: it is only the first step in the road to legalisation. For now, what we know are the terms of what will be legal in the future and what you should avoid:
- One will have to be at least 18 years old to consume cannabis recreationally, and under no circumstances may minors be present.
- Consumption will be strictly confined to your own home, and cultivation is only allowed for personal use. Transport and public consumption will remain strictly forbidden.
- Only adults will be allowed to grow cannabis at home, with a maximum of four plants per household.
- You will be allowed to grow indoors and outdoors, as long as you do so discreetly.
- The seeds can be ordered on specialised websites, from countries like the Netherlands or Spain. Importing seeds will be legal, and the THC content will not be subject to a limit.
In addition, the new law reduces the penalty for being caught with a small quantity. If you are caught in public with more than 3 grams, you will have to pay a fine of 145 euros. If it is more than 3 grams, the public prosecutor is informed.
With this new campaign, the government hopes to take cannabis out of its criminal environment and thus reduce the risk for users. However, it is not about encouraging people to consume, but to create safer consumption.
