Luxembourg's mobile and fixed internet packages have traditionally represented a significant portion of the budget for residents, but there is positive news on the horizon.
According to a recent study conducted by the Luxembourg Regulatory Institute (ILR), some mobile offers are expected to experience substantial price reductions by 2023.
On average, customers of Luxembourg mobile operators spend their monthly allocation on 113 minutes of national or roaming calls, 20 minutes of international calls, 33 text messages, and 10 GB of mobile internet.
However, the cost associated with these services has often been regarded as high, considering that mobile and fixed internet services tend to be pricier in the Grand Duchy compared to other countries. Fortunately, the ILR study indicates that rates are set to decrease in 2023, especially for heavy users of mobile data.
Mobile services
The study primarily focuses on the most affordable mobile service offerings. These appealing packages range from €12.70 for a 1.25 GB mobile internet usage profile to nearly €14.99 for the 2.5 GB and 10 GB profiles. For customers with an "intensive" usage profile, which involves a minimum of 20 GB, the cheapest offer costs €35.25 per month.
Notably, the study highlights a significant reduction in the cost of the cheapest offer for the 10 GB usage profile in 2023, with a monthly rate of €14.99. This represents a notable decrease of 46.4% compared to 2022 when the cost was €27.99.
The trend shows declining prices for plans with higher data allowances, while rates for packages with limited or no mobile internet (up to 2.5 GB) are experiencing varied increases.

Fixed internet
Regarding fixed internet prices, the ILR study reveals that the monthly costs for the most affordable packages range from €29 to €56.42, depending on the downstream speed, which can range from 100 Mbps to 1000 Mbps or even 1 Gbps.
These costs are expected to remain stable between 2022 and 2023. However, bundled packages that include fixed internet, landlines, and television may see price increases due to rising television costs.
On the other hand, the study indicates that offers with 1 Gbps speeds have become more appealing, with broader price reductions.
