The government's decision to reopen outdoor terraces from 7 April onwards was welcomed by the Horesca federation, who have appealed to municipalities to authorise "a maximum of terraces".

The decision to allow restaurants to open outdoor areas is largely a symbolic one, according to Bettel - the industry will continue to receive financial aid from the government, but the reopening represents the sector's plea to become "part of the solution" some weeks ago. Those establishments which cannot or do not want to open their terrace "will obviously not be sanctioned".

For those businesses without a terrace, an "ephemeral terrace" may be another option, where a wooden structure is erected outside the establishment (often seen in Paris, for example). While this term was not used in Horesca's press release, it has launched an appeal to municipalities to allow as much terrace space as possible.
