Renting a home in Luxembourg can be expensive, but financial aid in the form of rent subsidy is available.
If you are a legal adult renting a property, you may be eligible for a rent subsidy to help reduce your housing expenses. Depending on your household’s income and composition, this aid can range from €10 to €520 monthly.
Applications for rent subsidy can be made throughout the year with the Single Point of Contact for Housing Assistance (Guichet unique des aides au logement). You can use the rent subsidy simulator to estimate the approximate amount of your subsidy.
Who can apply for rent subsidy?
To qualify for the rent subsidy, you must:
- be of legal age at the time of application;
- have the right to stay in Luxembourg for more than three months;
- be listed in the National Registry of Natural Persons. Additionally;
- ensure that neither you nor any member of your household owns another dwelling in Luxembourg or abroad.
Conditions concerning the dwelling
The lease agreement must refer to a dwelling that:
- is located in Luxembourg;
- is on the private real estate market;
- is not provided by either your parents, children, or a public body such as the Housing Fund (Fonds du Logement), the National Affordable Housing Company (Société Nationale des Habitations à Bon Marché - SNHBM), etc;
- the rent of the dwelling is set following applicable legislation on residential leases.
Income requirements
To be eligible, you must:
- have had regular income for at least three months at the time of the application;
- have a household net income below the statutory limit;
- pay a monthly rent (excluding charges) that exceeds 25% of your household’s net monthly income.
How to apply for rent subsidy?
To receive a rent subsidy, you must submit an application to the Single Point of Contact for Housing Assistance using the designated form.
The completed and signed form and the required supporting documents can be submitted to the Single Point of Contact for Housing Assistance by post or in person.
Required documents
You must attach the following documents to your application:
- a copy of your identity document;
- a declaration concerning the composition of your household, duly filled in and signed by you;
- a completed and signed household composition declaration;
- declaration of honour, signed by you, confirming that neither you nor any member of your household owns another dwelling in Luxembourg or abroad. If multiple applicants are applying, each must submit an individually signed declaration;
- a copy of your lease contract for residential purposes;
- proof of income for you and other household members;
- a certificate of affiliation to the Joint Social Security Centre (Centre Commun de la Sécurité Sociale - CCSS) for each member of the household;
- for third-country nationals, including British nationals: proof of your right to stay in Luxembourg for more than three months;
- a bank account identification document for the account specified in the subsidy application;
- proof of rent payment for the last three months.
Additional documents may be requested if you have already applied to the Housing Aid Service. If you have a file number, you can submit these documents using the online assistant on MyGuichet.lu.
Government spending on rent subsidies
According to the Ministry of Housing and Spatial Planning (Ministère du Logement et de l’Aménagement du territoire), the Luxembourg government has significantly increased its spending on rent subsidies in recent years, exceeding the initially budgeted amounts to support a growing number of households in need:
