In an interview with RTL, Minister of Sport Dan Kersch explained that 150 spectators could gather, not including athletes, coaching staff, and match officials.
Three conditions have to be met at all times: fans need to wear masks, sit, and be two metres apart if not from the same household. However, the respective laws still need to be passed by the Chamber of Deputies on Friday before spectators may return to their favourite pitches on Sunday.
The Luxembourgish Football Federation FLF has further filed an application with the Ministry of Sports to make the international friendly against Scotland a pilot project, where 2,000 guests could be allowed.
Minister Kersch has however announced that this will not happen under any circumstances, the absolute maximum being 1,000 people according to the new laws.
