Over the past decade, enoprimes have established themselves as one of the most effective drivers of the energy transition in Luxembourg. Since its launch in 2015 by Enovos, the scheme has enabled tens of thousands of projects, helped avoid nearly 140,000 tonnes of CO2 emissions, and delivered significant energy savings. Far more than financial support, enoprimes have reshaped the way both private individuals and professionals approach energy renovation.

Ten years ago, the enoprimes programme started with two engineers. It was designed to help both private individuals (homeowners and tenants alike) and professionals achieve tangible energy savings through energy renovation works.

Although developed from the outset by Enovos, the enoprimes programme has benefited from strong support from energieagence, which provides technical expertise and oversees the operational side of the scheme (project monitoring, technical assessment, and validation of energy savings). It remains a key partner for the energy supplier in supporting energy efficiency projects.

Rapid growth

Over the past ten years, the programme has continued to expand and improve in effectiveness. What began as a two-engineer team has grown into a group of ten experts. This increase in staff has gone hand in hand with a surge in applications, particularly over the last five years: 100 applications in 2015, 5,000 in 2018, 10,000 in 2020 and 27,000 in 2025. All of these projects have been supported by enoprimes across the country, out of the 55,000 applications reviewed over the past decade.

Today, applying for enoprimes has become second nature for individuals, businesses, industrial players, and public authorities alike. All are keen to benefit in order to modernise their systems (condensing boilers, heat pumps) or optimise their energy use (insulation, ventilation). Once again, the figures reflect both the growing interest in and the programme’s visibility. Over the past ten years, the number of B2C applications has increased sevenfold, while B2B applications have risen twentyfold. The total amount of grants awarded has also grown significantly, now reaching €40 million.

Environmental benefits

The impact of enoprimes is also evident from an energy perspective. Thanks to the good habits adopted by households and businesses to achieve significant energy savings, no fewer than 140,000 tonnes of CO2 emissions have been avoided (including 41,000 tonnes by households), and 1,600 GWh have been recovered. This figure has risen sharply in recent years and represents one and a half times the annual electricity consumption of Luxembourgish households.

Benefiting from enoprimes requires demonstrable, measurable, and verifiable energy savings. For this reason, CO2 emission reductions are quantified for every project assessed.

A success driven by multiple factors

The simplification of procedures and the use of digital tools help explain the programme’s growth. The network of partners supporting Enovos has also played a major role in the success of enoprimes, now numbering 800. Installers and experts – key players in the scheme – are in direct contact with customers and handle a large share of the administrative process. Once the quotation request and grant offer have been signed, these professionals submit the application and guide households and businesses throughout their energy transition.

A constant commitment

Far from being just financial support, the enoprimes programme is built on guidance towards efficient and sustainable energy choices, combined with technical expertise and performance measurement. This added-value support is particularly appreciated by businesses, municipalities, and private individuals. enoprimes have become an essential tool, tailored to everyone’s energy needs and climate priorities.

What next?

While the enoprimes programme has already demonstrated its effectiveness and its value for the energy transition, Enovos has no intention of stopping there. The use of artificial intelligence could provide valuable support in processing applications while saving engineers’ time.

New initiatives could also enable reaching more customers and multiplying the number of projects – further strengthening the importance of enoprimes in Luxembourg over the next decade.
