Bernardo Bustilla was attempting to multitask by showering while in the middle of a council meeting.
His alarmed colleagues apparently tried to ring Bustilla to warn him that he was on camera, but he could not hear his phone from the shower.
The mayor of Torrelavega was forced to take emergency action by ending the call. Bustilla later apologised via social media and tendered his resignation.
