“The virus does not stop at county borders, nor is it proportionate to impose a blockade in the entire district in an area such as Rhineland-Palatinate if it is a local outbreak,” spokesperson Karl-Heinz Frieden said.

“That’s why local lockdowns are the way to go.” This method also means effective cooperation between the authorities beyond the city, municipality or state.

Boundaries remain necessary in order to be able to implement and control measures.

On Thursday, the head of the chancellery, Helge Braun, and the heads of the state for the regions agreed on the possibility of local lockdowns after an hour and a half of deliberations.

Controls should be in place if the number of infections in the affected areas continue to rise or if there is no certainty that the infection chains are broken.

“We agree that limited local restrictions are proportionate and the more lenient means compared to, say, restrictions on the population of entire states and regions,” said Dilek Kalayci (SPD), chairwoman of the Health Ministerial Conference and Berlin Health Senator Dilek Kalayci (SPD).
