Step by step, Luxembourg is moving towards a more digital environment for motorists, as drivers will be able to hold their car insurance in digital form from 1 January.

As the government explained in its reply to a parliamentary question from MP Laurent Mosar from the Christian Social People’s Party (CSV), a digital driving licence and a digital vehicle registration certificate will be introduced once the relevant EU legislation has been adopted. The Grand Duchy will introduce a digital driving licence as soon as the European directive is finalised, according to the government.

For now, however, no implementation date can be given. The government noted that the European technical regulations are still being drafted and must be published by 26 November 2026 at the latest. Luxembourg will then have until November 2028 to transpose the directive into national law, with the new rules expected to take effect in November 2029.

A digital vehicle registration certificate is also being developed at EU level. The government stated in its response that Luxembourg is closely following the European work, but that at this stage no date is known for introducing it.
