Trade unions are claiming validation after Luxembourg's highest advisory body echoed their criticisms of two controversial labour reform bills, with the Council of State raising formal objections to extended retail hours and questioning Sunday work expansions.

Luxembourg’s major trade unions have applauded two recent Council of State opinions on proposed reforms to retail opening hours and Sunday work, with union leaders stating the assessments closely align with their own positions.

The Luxembourg Confederation of Christian Trade Unions (LCGB) and the Independent Luxembourg Trade Union Confederation (OGBL) both welcomed the opinions, which support several of their key arguments – particularly regarding the importance of collective bargaining agreements.

The Council of State raised three formal objections to Economy Minister Lex Delles’ draft bill liberalising retail opening hours, requiring government revisions before the legislation can proceed.

While no formal opposition was lodged against Labour Minister Georges Mischo’s separate bill expanding Sunday work allowances, the Council noted the proposal would represent a “regression” by permitting increased working hours without mandatory prior negotiations.

The LCGB and OGBL also addressed Tuesday’s announcement by the General Confederation of the Civil Service (CGFP), which declined to participate in the unions’ joint protest scheduled for 28 June. While stating they “took note” of the decision, both organisations expressed support for the CGFP’s separate demonstration against government policies on 25 June.
