The Government Council unveiled a series of personnel changes on Wednesday, impacting key positions within the police directorate, intelligence service, and the High Commission for National Protection.

Police leadership transition

The Government Council greenlit the appointment of Pascal Peters as the Director General of the Luxembourg Police, effective from 1 June 2024. Additionally, Alain Engelhardt was appointed as the Deputy Director General of the Luxembourg Police, with his tenure starting from 1 May 2024.

Peters brings to his new role 27 years of experience within the Grand-Ducal Police Force. His extensive career includes serving in various capacities within the Gendarmerie and the Grand Ducal Police. Noteworthy positions held by Peters include Commander of the Special Police Unit, Head of the Investigations Department at the Inspectorate General of the Police, and Deputy Director of Operations. Since 2018, Peters has served as the Central Director of the Administrative Police.

Peters holds a master’s degree in criminology from the University of Liège, along with a university diploma in law and criminal sciences from the University of Paris-Sud/Paris-Saclay.

Alain Engelhardt, with 22 years of experience within the Luxembourg Police, assumes the role of Deputy Director General. Throughout his career, Engelhardt has held various leadership positions within the police, including Deputy Director of the Human Resources Directorate and Director of the regional district in Grevenmacher. Since 2018, he has served as the Central Director of Strategy and Performance within the police.

Engelhardt is a graduate of the Université Robert Schuman in Strasbourg, holding a master’s degree in law, and he is an alumnus of the École Nationale des Officiers in Brussels.

Jeanne Schumacher assumes leadership of the Intelligence Service

The Government Council ratified the appointment of Jeanne Schumacher as the Director of the State Intelligence Service (SRE), effective 1 June 2024.

Schumacher, who has served as the Deputy Director of the SRE since 2021, boasts a distinguished career within the Intelligence Service spanning over a decade. Since 2007, she has held various pivotal roles, including counter-terrorism analyst, head of horizontal analysis, and deputy head of the Intelligence Division.

She holds a master’s degree in Islamic Studies and Arabic from the Westfählische Universität Münster.

New leadership at the High Commission for National Protection

Finally, the Government Council endorsed the appointment of Guy Bley as the High Commissioner for National Protection.

Bley, who has served as the Deputy High Commissioner for National Protection, brings a wealth of experience to his new role. With a background in the Emergency Services Administration, Bley has held notable positions, including Head of the Civil Protection Division. In 2016, he transitioned to the Office of the High Commissioner for National Protection, where he supported the High Commissioner. His tenure as the Deputy High Commissioner started in 2022.

Bley’s academic qualifications include a degree in hospital science and a postgraduate certificate in disaster medicine from the Université Libre de Bruxelles.
