On Tuesday, a Eurostat study found that 32.7% of EU residents have tried generative AI, with Luxembourg residents amounting to 42.5%.

The figures show that 42.5% of Luxembourg residents aged 16 to 74 made use of generative AI tools last year, compared with an EU-wide average of 32.7%.

Generative AI refers to applications such as text, image, or code generators that create new content based on user prompts. Across the EU, most people who used generative AI did so for personal purposes.

Some 25.1% of individuals reported using these tools privately, for example for writing, translation or creative tasks. Use in a professional context was also notable, with 15.1% saying they relied on generative AI for work-related activities, while 9.4% used it as part of formal education or training.

Eurostat’s data forms part of its annual survey on the use of information and communication technologies (ICT) in households and by individuals.

Significant differences remain between EU member states. Denmark recorded the highest uptake of generative AI tools, with 48.4% of people using them in 2025. Estonia (46.6%) and Malta (46.5%) followed closely behind, all well above the EU average.

At the lower end of the scale, generative AI use was least widespread in Romania, where only 17.8% of people reported using such tools. Italy (19.9%) and Bulgaria (22.5%) also recorded relatively low levels of adoption.

Luxembourg’s above-average figure reflects its strong digital infrastructure and the prominence of finance, technology, and research-driven sectors. At the same time, the data shows that generative AI has not yet become a mainstream tool for a majority of residents, underlining the uneven pace at which new digital technologies are being taken up across Europe.
