Whilst Prime Minister Luc Frieden aims to seek broad dialogue with citizens on specific subjects, a citizens' council enshrined in law is not in the planning.

Responding to a parliamentary question by MP Joëlle Welfring (The Greens), and after analysing the university’s study on the the climate council, Welfring says such participatory projects should be better organised in the future.

The conference on democratic participation initiatives, including the “Biergerkommitee Lëtzebuerg 2050" and the “Klima Biergerrot,” highlighted the additional value of involving citizens in shaping public policy.
According to Frieden, citizens should be asked for their opinion on topics such as the reform of the pension system or questions of regional planning.

The PM points to the petition system as a way to have voices heard by MPs on specific topics.
