
The environmental subsidies were presented by alderman Patrick Goldschmidt, a member of the Municipal Executive Board from the Democratic Party (DP).
If a request for energy renovations is granted at the national level, the municipality of Luxembourg City will provide a subsidy equal to 50% of the amount of the state aid. The same mechanism applies to the installation of heat pumps or solar panels, for example.
The city councillors also welcomed a measure under which the municipality will cover 75% of the repair costs of defective household appliances up to €200. If the device cannot be repaired, the city will contribute €100 toward the purchase of a new one in the highest energy category. However, Councillor Guy Foetz of the Left Party (Déi Lénk) pointed out that these models are frequently the most expensive.
In addition, the municipality will pay 50% of the height of the state aid for electric charging stations. Councillor Linda Gaasch from the Green Party (Déi Gréng) stated that she would like to see municipal subsidies for bicycles as well. Meanwhile, for the installation of green roofs, households will receive €40 per square metre up to a maximum of €8,000.
Councillor Laurent Mosar, another member of the Municipal Executive Board and member of the Christian Social People’s Party (CSV), presented the adapted amounts of the municipality’s social measures, which will be increased. The solidarity allowance and the energy bonus will both be raised. Because more people are eligible for aid than apply for it, the municipality wants to improve its communication strategy.
Those wishing to relocate to or build a home in the capital will be eligible for a construction bonus, which will be doubled to €7,200 per person and €1,200 per child. The income cap, or the total amount that two people can earn to be eligible for this aid, will be set at €122,000 gross.
In addition, the municipality has decided to extend the social rent freeze for another year.
Artist subsidies (grants to private performing arts ensembles) will be increased, as will the association subsidy, which will be doubled.
The measures proposed by the municipal executive board were approved by the city council.
