
For the energy renovation of existing housing, support will apply to investments and services for which the invoice is issued no later than 31 December 2029, provided that the first application for an agreement in principle is submitted by 31 December 2025.
For technical installations that promote renewable energy sources, such as heat pumps, wood-fired boilers and heating networks, support will apply to investments and services invoiced by 31 December 2025. This deadline will be extended until 31 December 2029 if the work is carried out in conjunction with the energy renovation of an existing building.
A new “Klimabonus Wunnen” scheme is planned as part of a draft law submitted in July 2025. It aims to ensure continuity beyond 1 January 2026 while introducing targeted adjustments to aid amounts, technical requirements and eligibility criteria.
Subject to final adoption, the new provisions will apply retroactively from 1 January 2026. Support for energy efficiency improvements will remain high, with the former “tripartite” bonus incorporated into the basic aid amounts. New measures include more flexible rules for fixing insulation materials, new subsidies for eco-friendly insulation with non-fossil cladding, support for green roofs and facades, and reduced ventilation requirements for energy reference areas.
The draft law also provides an overhaul of subsidies for technical installations, which will be based on flat-rate amounts independent of installed capacity. Former bonuses and the oil boiler replacement programme will be included in the base amounts. A new bonus will be introduced for replacing oil boilers located in drinking water protection areas. Specific aid for Home Energy Management Systems will be available for invoices issued from 1 October 2026. However, subsidies for solar thermal installations in new buildings, as well as for wood-fired boilers, will be phased out from 2026 in line with European requirements.
Subsidies for new sustainable buildings will be extended by regulation under the existing scheme. Photovoltaic installations and storage systems are now covered by a bill adopted on 18 December, which introduces a pre-financing procedure from the start of 2026. These installations are expected to be reintegrated into the “Klimabonus Wunnen” scheme in a second phase, when pre-financing is extended to other components of the scheme.
Finally, the bill submitted in July 2025 modernises the “Klimabonus Mobilitéit” scheme for private charging stations. New measures include a top-up for stations compatible with new communication protocols, particularly for bidirectional charging, as well as dedicated support for collective smart charging management systems in residential buildings. This new scheme will cover investments invoiced from 1 January 2026.
