Adapto delaysMinistry recruits doctors to tackle backlog

Applicants for the Adapto transport card currently face waiting times of two to three months, prompting the Ministry of Mobility to recruit more doctors to handle the growing number of requests.

The Ministry of Mobility is currently recruiting additional doctors to bolster the department responsible for processing applications for the On-Demand Transport for Persons with Reduced Mobility (Adapto) card.

This clarification was provided by Minister for Mobility Yuriko Backes in response to a parliamentary question from the Luxembourg Socialist Workers’ Party (LSAP).

The Adapto service offers individual transport solutions for individuals with disabilities that severely limit their mobility. To obtain the Adapto card, applicants must submit a request to the Public Transport Administration, accompanied by a medical certificate. However, the current processing time for new applications or renewals ranges from two to three months.

Minister Backes attributed the lengthy waiting period to a significant increase in applications. In the first two months of 2025 alone, 674 requests were submitted, partly due to a surge in renewals for cards issued five years ago. In 2024, the ministry received 2,404 applications – averaging around 200 per month – compared to 215 per month in 2023 and just 162 per month in 2022.

To address the backlog, the ministry aims to reduce processing times by expanding its team of doctors. Each application undergoes a thorough assessment, which takes time. To ensure fairness, cases are processed in the order they are received.
