Amid a stable unemployment rate, Luxembourg's labour market is grappling with a rise in long-term jobseekers and a surge in vacancies.

The unemployment rate in Luxembourg remains stable, according to the latest data from the National Employment Agency (ADEM). However, the figures reveal notable shifts in the labour market, with over 10,800 jobseekers now fully unemployed and employers reporting nearly 3,500 new vacancies in the past month.

As of 28 February 2025, the number of registered resident jobseekers reached 19,460, marking a 7.1% increase (or 1,294 people) compared to February 2024. This rise is primarily driven by jobseekers who have been registered for 12 months or more, those aged over 30, and highly qualified individuals.

Across sectors, the most significant increases were observed in road transport driving, accounting, IT, culinary production, and banking.

The seasonally adjusted unemployment rate, calculated by the National Institute of Statistics and Economic Studies (STATEC), remains unchanged at 5.9%, consistent with the rate recorded in January.

Meanwhile, new resident registrations with ADEM have seen a slight decline, with 2,512 residents registering in February 2025 – a drop of 1.6% (42 people) compared to the same period last year.

The number of residents receiving full unemployment benefits has also risen, reaching 10,803 in February 2025. This represents an increase of 531 people (5.2%) compared to February 2024.

On the employer side, 3,482 vacancies were reported to ADEM in February, reflecting a 10.6% year-on-year increase. The construction trades have seen the most notable growth in job openings. However, the total number of available positions in Luxembourg – 7,202 as of February 2025 – remains 6.8% lower than the same period last year. This decline is most pronounced in accounting, banking, legal, and warehousing professions.
