As Luxembourg's population and cross-border workforce grow, the government has launched the Luxmobil survey to update its understanding of mobility needs and better inform the National Mobility Plan 2040.

In preparation for the National Mobility Plan 2040, the Luxembourg government is seeking public input through the Luxmobil survey.

With the country investing €4 billion annually in mobility, Minister for Mobility Yuriko Backes emphasised the need to align supply with demand by understanding the population’s needs and habits.

The last such survey was conducted eight years ago and served as the foundation for the National Mobility Plan 2035, which led to the reorganisation of the RGTR bus network and the development of the tram network.

According to Minister Backes, it is now time for an updated survey, as the situation in Luxembourg has significantly evolved. “Times have changed since the last survey,” she noted, highlighting the significant rise in both residents and cross-border workers.

The survey, conducted by the ILRES polling institute, will initially target 7,860 randomly selected adult residents. Participants will be contacted by phone and asked about their travel habits, satisfaction with current mobility services, and suggestions for improvements. Questions will also cover commuting experiences, different modes of transport, and other related topics.

The survey has been available to cross-border workers living in France since September, with sections for Belgian and German cross-border workers currently being prepared. Quality control will be overseen by the Luxembourg Institute of Socio-Economic Research (LISER) and the French Centre for Studies and Expertise on Risks, the Environment, Mobility, and Development (CEREMA).

The “Luxmobil” survey is estimated to cost €2.5 million.
