Rainbow IndexLuxembourg has made 'no progress' in protecting LGBTIQ rights

In the run-up to the international day against discrimination against homosexual, bisexual, intersex and transgender people next week, the ILGA Europe association published its so-called Rainbow Index on Friday.

According to the Index, Luxembourg has made little to no progress regarding the protection of human rights for LGBTIQ minorities, dropping two places from last year, and four from two years ago.

Just two years ago, the Grand Duchy occupied third place in the European rankings. However, in the years which have passed, virtually nothing has changed in the country’s legislation, said the association Rosa Luxembourg in a press release.

In the last 24 months, not a single new bill has been brought to the chamber to strengthen the rights of LGBTIQ+ people. In 2023, Malta sits in first place, while Belgium and Denmark share second place ahead of Spain.

Urgent reforms have still not been implemented in Luxembourg, notably including the ban on non-consensual operations on intersex babies and children, or the recognition of both parents at the birth of the child in the case of same-sex couples.
