The Prime Minister said he was hopeful an agreement on the EU's use of frozen Russian assets could be struck, but feared potential consequences.

Appearing on RTL Radio on Thursday morning, Luxembourg Prime Minister Luc Frieden discussed the upcoming EU summit in Brussels, where a decision is expected on the potential use of Russian state funds held in the EU to support Ukraine. “It is an extremely complex question, because never before has a political decision addressed whether funds belonging to one country should be used for the benefit of another”, he said.

In principle, Luxembourg agrees that Ukraine needs financial support. But offering support via the European budget would be complicated as not all EU member states are in agreement, according to Frieden. There are risks for the Eurozone that require discussion as it was not possible to make a unanimous decision, the PM said.

Although Frieden expects the discussions to be difficult and very technical, he said he was hopeful an agreement could be struck. The EU would continue to support Kyiv, he added.

Ukrainian president Volodymyr Zelenskyy will be present at the summit on Thursday.

Frieden also confirmed on Thursday morning that just €10,000 of Russian state funds were deposited in Luxembourg by their central bank.
