
Specifically, Bausch had asked the Minister of Health about the existence of blacklists in hospitals containing the names of “persona non grata”, in other words, people who are refused admission and treatment because of their repeated violent behaviour towards staff and management’s desire to protect its employees.
The Minister responded that only one such list exists, and that at the Centre hospitalier de Luxembourg (CHL). Only one name appears on it, according to Deprez’ written reply, which explains that the CHL “maintains the status of a person who is not being cared for except in the event of a life-threatening emergency”.
If care staff are confronted with an aggressive patient, they might not be able to treat them according to the best of their abilities. “In such a situation, the hospital has a legal obligation, as an employer, to ensure the health and safety of its employees ... and to take the necessary measures,” says the Minister.
