The Ecological Movement (Mouvement Ecologique) has taken a closer look at the national energy and climate plan, publishing a press release on the subject.

Broadly, MouvEco praises the government’s ambitious goals in the domains of reducing CO2 emissions, developing the renewable energy network and increasing energy efficiency. Whilst acknowledging the government’s description of the plan as a ‘road map’, the movement outlined its concerns with a number of ‘serious shortcomings’, which it had hoped would be improved after the first draft.

The major concern as outlined by MouvEco is that the government has excluded the growth question entirely. One glaring gap is that the plan does not demonstrate how predicted job increases and doubling of the population will be taken into consideration. This led to scepticism on whether the plan is using correct prognoses and parameters, as well as whether the government has considered other aspects such as rebound effects.

This ties into MouvEco’s broader criticism that the plan is too vague. The group believes the government has formulated measures too generally and that the draft also lacks a prioritisation of the most effective measures, figures relating to their consequences, and designating actors responsible for implementing measures.
