Foreign driver's licenseCan you ride a scooter at 14, or drive a car at 16 in Luxembourg?

In certain places in Europe, such as Italy, 14-year-olds are allowed to get their 50cc driver's license, whilst in the United States, 16-year-olds are entitled to a car driver's license. What does that mean for those coming to the Grand Duchy with their foreign license?

At the moment, you are allowed to drive vehicles in certain countries as a minor, as long as it is valid with your license. Our colleagues asked the Ministry of Mobility what the rules are in the Grand Duchy.

The situation is more complex for young people from the USA who have their driving licence at 16, as all Americans who want to drive here in the country have to apply for an international driving licence to use alongside their normal US driving license. This regulation has been in place since 1949, when Luxembourg and the USA, among others, signed the Geneva Convention on Road Traffic.

However, this international driving license alone is not enough, as the same applies to the young 16-year-old from the USA as to the 14-year-old from Italy who has a 50 cc driving license in Italy: they are only allowed to drive in Luxembourg with their license and vehicle if they meet all the conditions laid down for driving a car or motorbike in their home country. In other words, Americans have to wait until they are 18 before they can drive a car here, and Italians have to wait until they are 16 before they can drive a small motorbike.

Of course, what applies to Americans in Luxembourg also applies to Luxembourgers abroad. While you don’t need an international driving license as a Luxembourger in the EU or EEA countries, you have to apply for one in most other countries. You can find more details on Guichet.lu.
