Luxembourg has three plans in place for a potential gas crisis, an increasingly likely scenario given the declining gas deliveries to Europe, but none of the existing plans take into account a war.

There are currently 3 plans related to gas supplies: the emergency plan, the load-shedding plan and a third plan that applies if there are no gas supplies left at all. However these schemes need adapting, as they were developed for short term shortages, following an accident for instance. There is no plan for a war.

But LSAP MP Francine Closener, president of the Chamber's economic commission, assures that people need not worry. They are "protected consumers" and will not be sitting at home without heating this winter.

"This has been determined on the EU level. Nursing homes, hospitals and other facilities are also in this category. I was a bit surprised to find that schools do not. But the government will convene with schools, municipalities and all stakeholders to see how we can develop a concept for our schools," she said.

Businesses, on the other hand, are not protected. If there is a gas shortage, at least some of them will be impacted, which left CSV MP Laurent Mosar with some questions.

"I still don't know what criteria the load-shedding plan for businesses is based on. Which businesses this applies and mostly, what kind of aids are planned if businesses really will get less or no gas and have to reduce production."

The answers to these questions should be available once the three plans have been revised.

"Very few clear and precise answers", concluded the CSV following the parliamentary commissions for economy, consumer protection, environment and energy.

Green MP François Benoy, president of the energy commission: "Of course we want to avoid having to turn off anyone's production. So the first step is to update all these plans and to become more efficient and start saving gas. Then if we really do get to the worst case scenario where a business has to be cut off, the normal aids will come into play, starting with partial unemployment."

Government to launch information campaign

The government will launch an information and awareness campaign in autumn on saving gas.
