Linster served as Secretary for Education in the Gaston Thorn Administration from 1974 until 1979. He later became Mayor of Kopstal, a position he held between 2005 and 2011.
Linster was also part of the local municipal council from 1970 onwards, the only interruption taking place between 1974 and 1981.
