The Consultative Human Rights Commission (CCDH) has presented its assessment of the new Covid-19 law.

While the CCDH welcomes the fact that restaurants and bars will be allowed to open from 6 am to 10 pm as of next week, it criticises that the government has still not provided a justification for the limitation. For the same reason, the Commission also criticises the curfew, which is to start at midnight instead of 11 pm as of next week.

According to the CCDH, the study referred to by the government states that the impact of a curfew is “moderate”. Compliance with protective measures plays a greater role in reducing the number of new infections.

In addition, the CCDH also criticises that the use of self-tests in restaurants or bars is not clearly defined. Questions such as where customers will take the tests or what to do in case of a positive test result are still open, the Commission points out.

In the case of rapid tests taken in pharmacies, the CCDH wonders who will be responsible for checking the identity on the certificate. The latter question is of particular importance since forging such a certificate should entil a sanction.

The Commission also raises the question of who will have to pay for the tests in the future. If it ends up being the customer, it will lead to discrimination among residents, the CCDH points out.
