
Whereas Belgium and France are in lockdown, with Germany in partial confinement, Luxembourg has so far refrained from implementing the harshest restrictions.
But with the curfew barely in force, Xavier Bettel declared that the first week of November would be "the moment of truth" in containing the virus.
In an interview with 100,7 also stated that if parliament cannot vote quickly enough on new measures, a state of emergency should be considered.
The Prime Minister said a new text could be prepared as soon as Wednesday's cabinet meeting, which could be put to the vote on Saturday if required. The committee would not only take the number of cases into account, but also data relating to hospital beds, and analysis from the country's wastewater plants.
The government's intentions of avoiding a new lockdown could quickly be scrapped should record-level infections remain, with new rules surely affecting the hospitality sector and non-essential shops.

As of Thursday 29 October, when the latest detailed figures were published by the government, 6,901 people had been identified as carriers of the virus in Luxembourg.
On Saturday 31 October, 27 patients were admitted to intensive care. At the height of the crisis, in the spring, the number of patients admitted to intensive care had peaked at 45 cases.
