More than 3,300 residents over the age of 16 were interviewed as part of the survey, conducted by TNS Ilres on behalf of Fondation Cancer Luxembourg.
37% of 18-24 year-olds smoke, while more than one in four adolescents aged 16-24 smoke shisha.
Among 25-34 year-olds, the consumption of shisha increased by 33% in a year, despite evidence proving that a session of shisha exposes the smoker to a greater quantity of toxic smoke than a cigarette.
The Fondation Cancer said the figures revealed by the survey gave cause for alarm. The foundation's director stated a drastic increase in tobacco prices was required to reduce consumption.
