Jean-Claude Juncker"There was no other option" than to close hospitals and care homes, says former PM

Jean-Claude Juncker took stock of Luxembourg's response to the coronavirus crisis in conversation with former Bundestag president Norbert Lammert.

The discussion, which revolved around democracy during the pandemic, was organised by the Pierre Werner Institute.

Juncker said he would have acted similarly to the government at the start of the outbreak, banning visitors from hospitals and nursing homes. The former Prime Minister and European Commission president said he felt there were no other options to restrict the spread of the virus.

Juncker also addressed the question of how long restrictions should remain in place. He said that a return to a full lockdown would affect the whole country, and that people might no longer respect the rules. He ruled out the possibility of a second extended lockdown and urged the public to act responsibly.

Lammert said the discipline displayed by the public towards the crisis depended on two essential factors - their own interests in relation to the situation, and the figures, notably the number of the deceased and the jobs lost due to the crisis.

In the short term, people are more likely to accept restrictions, he explained. But the longer the restrictions last, and the more people put the figures into perspective, the more this discipline will weaken.

On an EU level, both Lammert and Juncker said European competence had been lacking somewhat in recent weeks.
