
Digital administration is now a standard part of life in Luxembourg. In 2024, 87% of residents completed at least one administrative task online, according to new figures from STATEC, Luxembourg’s national statistics agency. While this marks a strong overall uptake, the data also reveals clear disparities based on age and education.
Use of online public services is consistent between men and women, but varies significantly across age groups. The most active users are those aged 25–44, with a participation rate of 94%. This remains high for the 45–54 age group at 91%, while slightly lower engagement among 15–24-year-olds (86%) may reflect fewer administrative needs.
However, usage drops considerably with age. Among those aged 55–64, 81% reported using digital administration services. This falls further to just 68% for the 65–74 age group – a sign of an emerging digital divide. The data suggests that older individuals may face greater challenges with online systems or may prefer more traditional forms of interaction.
Educational level also plays a decisive role. Residents with higher levels of education are significantly more likely to use online services. Usage stands at 72% among those with a low level of education, 87% for those with a medium level, and reaches 95% among highly educated respondents.
As for the types of services accessed, the most common were downloading or printing official forms (66%) and accessing personal information (63%). In contrast, fewer respondents used digital channels to request benefits (18%) or submit complaints (12%). More than 60% of internet users did not request official documents or file any claims in the past year, often due simply to a lack of need.
For the majority of users (52%), the experience was straightforward, with no issues reported. Among those who did encounter difficulties, the main problems were complex websites or applications (27%), technical issues (22%), and challenges with electronic signatures or identification (11%).
The data is drawn from STATEC’s 2024 ICT survey, conducted between June and July, which asked residents about their use of online public services over the previous 12 months. While the findings confirm that digital administration is now firmly established in Luxembourg, they also highlight areas where improvements are needed to ensure accessibility for all.
