
The oversight prompted concerns from the Green Party (déi gréng), questioning the adherence of the EU voting procedure to the electoral law in light of this discrepancy.
Responding to the matter, Green Party MP Meris Šehović submitted a second urgent parliamentary question directed at Minister for Home Affairs Léon Gloden. The minister has since provided clarification, including the specific municipalities affected by the incomplete ballots.
The affected municipalities are Leudelange, Manternach, Schuttrange, Waldbillig, Troisvierges, and Boulaide. In his response to MP Šehović’s first parliamentary question, Gloden mentioned that seven municipalities were affected. However, “following further enquiries,” the number was corrected down to six.
Across these areas, 1,300 postal voters were affected by missing voting instructions. Additionally, around 200 ballots without instructions were sent to voters residing abroad.
Minister Gloden assured that corrective measures were promptly taken once the error was identified. Missing instructions were despatched separately, and the relevant information is also available on five different online platforms. Despite the oversight, Minister Gloden affirmed that the voting process remains in accordance with legal requirements.
Additionally, Gloden dismissed concerns regarding the integrity of the elections, stating that the incident did not impact their validity. However, he noted that assessing the effect of the oversight on voting behaviour was not feasible due to the obligation to uphold ballot secrecy.
