After several weeks of trying to work out bugs, Luxembourg has decided to cancel the popular program known as Summer.
Organizers of the annual program try to provide up to four weeks between June and August when residents may enjoy sunlight and freedom from having to carry an umbrella and wear a jacket.
"We're sorry, but it’s not going to happen," said a rain-soaked Carlos Boden, who has run Summer since 2014. "We've been working day and night to deal with the technical issues, but without success."
Every year, officials activate giant fans that direct clouds and other forms of condensation toward the British Isles, but this year the task has proved too difficult.
"There was so much rain and humidity in May that most of the jet engines used to power the fans simply burned out," Boden said. "It's going to take a year to fix them."
Boden says his team have also faced issues with the giant heating units that are installed at various spots in the Grand Duchy including Vianden, Esch, Wasserbillig, and Mersch. These units are vital for raising the temperature above 20 degrees.
"We've turned up these heaters to their maximum setting since mid-June, but we’re still getting October temperatures," he said. "Our engineers are scratching their heads."
While many residents have succumbed to the grayness and fallen into a state of emotional dampness, others say that unfavorable weather is good for the spirit.
"Deprivation makes you stronger," said one 85-year-old. "Just like when I was young, the only vacation we ever took was to the rubbish dump at the edge of the village. I learned how to raise earthworms."
"I gave them all names and made little hats for them, and they became my best friends," she added. 2That was until my uncle Fernand dug them up and used them as fishing bait."
Other residents who refuse to forego what has become a beloved tradition are finding solutions on their own.
"I've started wearing yellow-tinted glasses, and I wear a ski jacket all day long, even at work," said HR assistant Rachel Cullers. "That way, it looks sunny everywhere, and I feel like I’m in Dubai because I can’t stop sweating."
