Before any ceasefire in Ukraine can take effect, critical "preliminary questions" must be resolved, Luxembourg's Prime Minister Luc Frieden cautioned Thursday.

While France and the UK are preparing to deploy troops to strategic positions in Ukraine in the event of a ceasefire, other participants in Thursday’s Paris summit of Ukraine allies have yet to take a stance on the matter, Prime Minister Luc Frieden told our colleagues from RTL Radio.

Frieden clarified that attendees were not asked to commit to specific contributions during a potential ceasefire. Instead, discussions focused on European defence and long-term peace efforts.

He emphasised that implementing a ceasefire still faces unresolved “preliminary questions” and suggested Luxembourg’s involvement could take alternative forms, such as drone or satellite support.

Luxembourg backs France and the UK in assessing Ukraine’s future military needs – a process Kyiv has invited both nations to lead in the coming days. However, Frieden noted that such commitments primarily concern larger militaries and declined to comment on additional financial aid for Ukraine. On Wednesday, France pledged €2 billion in further assistance.
