Under the scheme, all non-EU passport holders will have to apply for permission to enter Europe prior to travelling.
They will be charged seven euros for the European Travel Information and Authorisation System (ETIAS) check, which will screen applicants across international police and watchlist databases.
The visa waiver will be valid for three years from the point of approval.
Travellers who currently enjoy visa-free access to the EU, including visitors from the US and the UK, will also be required to apply for an ETIAS visa waiver.
However, it will be free of charge for those under the age of 18 or over 70.
The European Commission expects that ETIAS decisions will typically be granted in minutes, however decisions could take up to four days if further processing is required.
