Despite repeated requests from Luxembourg and pressure from several MPs, the planned motorway vignette will apply everywhere, including in border municipalities where motorists sometimes travel only a few kilometres on Belgian roads.

The office of François Desquesnes, vice-president of the Walloon government, has made its decision. It says a territorial exemption "is not an option". The vignette must be based on a principle of "fairness": all users of the road network, Belgian or foreign, will have to contribute to its funding. The scheme, developed jointly by the three Regions, makes no distinction based on where a vehicle comes from or how far it travels.

This position comes as Wallonia has set out its budget plans. The vignette, expected to be introduced on 1 May 2027, will be one of the main sources of funding for the Infrastructure Plan, which is intended to maintain roads, renovate bridges and modernise transport networks. The government expects it to raise €327 million a year.
