
Luxembourg's civil service has seen a substantial increase in staff numbers over the past years. In 2025, the state employed 38,918 people, an increase of more than 6,000 employees compared to 2021.
Moreover, the number of employees in the highest salary category, known as A1, has grown by approximately 3,000 over the past five years.
When measured in full-time equivalents, this translates to 2,698 additional staff members in this career group alone. Among the public services seeing the most growth were the tax authorities and the judiciary, both of which received a large number of new posts.
These figures were provided by Prime Minister Luc Frieden and Minister for the Civil Service Serge Wilmes in response to a parliamentary question submitted by Ben Polidori, member of the Luxembourg Socialist Workers' Party (LSAP).
