When it comes to climate policy, Luxembourg is the best performer of all countries. However, the Grand Duchy performs poorly in the remaining three categories, driven by the high demand for petrol in the country.

Luxembourg’s high ranking for climate policy demonstrates the government’s readiness to tackle the Duchy’s issues in a progressive and ambitious manner. The authors of the index are of the opinion that those measures decided by the government, if they should prove effective, will also improve the country’s ranking in the other three categories.

Since no country has performed well enough, the first three places in the index have been left blank, to demonstrate that progress in climate protection activities worldwide is not sufficiently progressing. Even the three countries at the top of the list, Denmark, Sweden and Norway, have not done enough this year to achieve the goals set out in the Paris Agreement to keep global warming below 1.5 degrees.
