Legislation that would increase fines for phone usage behind the wheel - even at red lights - is currently being reviewed by the state council and might be implemented as early as autumn this year.

2,200 fines were issued for phone usage behind the wheel in Luxembourg in 2022. To better identify these violations, countries such as the Netherlands and Germany have already installed special cameras that flash motorists who are being distracted by their phones.

Since Luxembourgish lawmakers also consider installing these so-called MonoCams, a delegation will travel to the Netherlands next week to speak with local officials about the success of this measure.

In Luxembourg, drivers currently lose two points and have to pay €145 if they are caught using their phone behind the wheel. However, there are plans to increase these fines and the state council is currently reviewing the respective legislation for a second time. If passed, fines will be raised to €250 and four points.

Another change that the text proposes is to make phone usage always a violation if the user is behind the wheel. At present, drivers can legally use it while at a red light since their vehicle is not moving.

On average, authorities register 4,000 phone violations committed by motorists each year. To raise awareness of the dangers, pupils from the Josy Barthel secondary school in Mamer designed new warning signs in the context of a project in June.
