Henri Frank led the municipality of Manternach as mayor for 36 years.

Following the 2017 local elections, in which he finished fifth in his majority-based commune, Frank decided to conclude his career in local politics and handed over leadership of the small eastern municipality to Jempi Hoffmann.

Frank was also a distinguished lawyer. He was admitted to the Luxembourg bar in 1970, and in 1973 established his own law firm, which today counts nearly a dozen lawyers among its staff. He was active in criminal, commercial, civil, and labour law, representing clients across a range of fields.

Among the four partners of the firm is his daughter, Lynn Frank, who is also a member of Luxembourg's Council of State.

Frank was highly engaged in Luxembourg's sporting and civic life. A devoted football fan, he served as vice-president of the Luxembourg Football Federation (FLF) and was president of FC Berdenia Berbourg. He also co-founded the non-profit organisation Action Prison, and was involved in the association of criminal defence lawyers.

In his free time, Frank was passionate about literature and philosophy. As recently as 2019, he enrolled as a non-degree student at the University of Trier.
