Smoking is declining in Luxembourg, but new habits are emerging among younger people, says the Fondation Cancer in light of an annual survey conducted by ILRES.

In 2024, 16% of Luxembourg residents over the age of 16 said they smoked, with 15% saying they did so daily, and 8% on occasion. This represents a decline compared to 2023, where the number of smokers reached 27%.

Despite this “positive” result, the Fondation Cancer continues to call for vigilance, primarily due to habits emerging amongst younger people.

E-cigarettes and vapes have largely been adopted by smokers aged 16-24.

“Vapes, or e-cigarettes, are by far the most widespread, with a usage rate of 93%,” said the Fondation Cancer in a statement on Thursday. This practice is largely driven by taste or pleasure, according to the ILRES survey, also published on Thursday.

Another concerning phenomenon is the consumption of nicotine sachets among the over-16s. “This product is highly addictive. Although the use of the product is marginal among other age groups, it is increasingly popular with young people.” Fondation Cancer director Margot Heirendt said it was “crucial” to regulate these new products with a view to protecting the youth of today.

The survey also pointed to high levels of exposure to secondhand smoke. 38% of residents surveyed reported experiencing smoke indoors. Outdoors, this figure rises to 71%, particularly on restaurant terraces or at bus stops. “Nearly a third of young people are exposed to it every day,” said the Fondation Cancer.

This exposure is not only detrimental to health, but also “contributes to trivialising tobacco consumption”, argued the charity, although it lacked a solution to the issue. Nevertheless, information leaflets are set to be distributed from 31 May in hospitals and GP surgeries across the country, directing readers via a QR code to a platform offering centralised support for those seeking to quit smoking.
