The newly opened P+R Héienhaff offers 481 free parking spaces near Luxembourg City to promote public transport use via the CFL app, with strict conditions to prevent airport parking abuse.

481 parking spaces, including 11 reserved for disabled drivers, and a bicycle box are available at this site, along with a dedicated tram stop. Parking is free for up to 24 hours, but drivers must travel more than one and a half kilometres by tram or bus.

Otherwise, parking charges will exceed those of the airport’s Kiss & Fly area. The aim is to discourage people from parking at Héienhaff and then catching a flight.

The P+R facility is intended to absorb traffic flows coming from the A1 motorway and from the east of Luxembourg City, offering users of public transport a free parking solution via the "P+R CFL" app. The goal is to promote intermodal travel for journeys connected to Luxembourg City.

To use the facility, drivers must install the CFL’s P+R app on their smartphone. Through this app, the system checks whether users remain within a 1.5-kilometre radius or travel beyond it. Provided the distance condition is met, parking remains free for up to 24 hours. However, users must grant the app permission to access their location data.

If the conditions are not respected, parking fees quickly escalate: €3 for 15 minutes, €12 for one hour, €80 for a full day, and €300 for a week.

The P+R Héienhaff is managed jointly by the National Roads Administration and the national railway company (CFL).

Construction work began in November 2024 and continued until April 2025. The total cost of the project amounted to approximately €4 million, including VAT, and studies for the next stages of the car park’s gradual expansion are already underway.
