The Council of State has approved amendments to the draft bill which would permit the use of medical equipment and machines outside of hospital settings, following an initial rejection of the bill in spring.

Four months ago, the restriction of certain medical machines to hospitals was criticised by the Council of State, as it requested additional arguments in favour of the restriction.

On Thursday, the Council issued a second opinion, stating its concerns had been addressed by the number of amendments made to the text. The authors of the draft bill had allowed for additional provisions.

In a statement, the Council said the new text addressed the urgency of access to medical examinations, and fears of an external unregulated medical sector away from hospitals, as well as the possibility of the government’s financial involvement in additional sites.

The Council of State also added that the opportunity had been missed to draw up a plan for a future out-of-hospital care system, while Minister of Health Paulette Lenert wants outpatient facilities, for example, MRI scans, to be linked to Luxembourg’s hospital groups.
